Transporting classified materials in Poland – carriers, couriers and packaging

Transport of classified materials in Poland is governed by the Prime Minister's Regulation of 7 December 2011. The classification level determines who may carry the materials and how they must be escorted.
Escort by classification
- TOP SECRET – at least two armed escorts holding clearances,
- SECRET – at least one armed escort holding a clearance; carriage via the special police courier, the foreign ministry or MoD/SKW units,
- CONFIDENTIAL and RESTRICTED – at least one escort with a clearance or authorisation; postal operators may carry them as registered mail with return receipt.
Packaging and hand carriage
Documents are packed in two opaque envelopes: the inner one shows the classification, addressee, packer and registration number; the outer one shows only the addresses and dispatch list number. Hand carriage by the sender or addressee is allowed if the item is properly packed, protected and under constant supervision. For urgent travel abroad, the head of the organisation may authorise hand carriage with a courier certificate.
