Industrial Security Certificate (ŚBP) – the Polish facility security clearance

Support for companies – Polish and foreign – applying for an industrial security certificate (świadectwo bezpieczeństwa przemysłowego, ŚBP), the document confirming their capacity to protect classified information when performing contracts.

What an industrial security certificate is

The industrial security certificate confirms a company's capacity to protect information classified as „poufne” (CONFIDENTIAL), „tajne” (SECRET) or „ściśle tajne” (TOP SECRET). It is required from a company that intends to perform a contract or task involving access to such information. It is issued by the Internal Security Agency (ABW) or the Military Counter-Intelligence Service (SKW) following industrial security proceedings. In international practice it corresponds to a facility security clearance (FSC).

Levels of the certificate

  • Level I – confirms the company's full capacity to protect classified information.
  • Level II – confirms the capacity to protect classified information, excluding processing in the company's own ICT systems.
  • Level III – confirms the capacity to protect classified information, excluding processing in premises used by the company.

The certificate is issued for 5 years for TOP SECRET, 7 years for SECRET and 10 years for CONFIDENTIAL.

Frequently asked questions

How long do industrial security proceedings take?

The duration depends on the certificate level, the classification and the completeness of the documents. Preparing the company before the questionnaire is submitted reduces the risk of requests for additional information and of delays. It is advisable to start the proceedings well ahead of the planned tender.

Is a certificate required for RESTRICTED information?

No. The industrial security certificate is issued for CONFIDENTIAL, SECRET and TOP SECRET. For contracts involving access to information classified as „zastrzeżone” (RESTRICTED), separate statutory requirements apply.
